I can't think of a way...I'm guessing that someone is deleting the history and you want to see what they were looking at. Why not get a back door logging program which runs in the background and logs all keystrokes. I used to know the name of one but I've forgotten it now. Some companys use them to find out what employees are up to.

Presuming you are using IE under windows xp pro and have admin access it's relativly easy:
All those setting can be found by going to Start|Run and type gpedit.msc. The settings are found under User Configuration|Administrative Templates|Windows Components|Internet Explorer.
"Disable changing history settings"
Prevents users from changing the history settings for the browser.
If you enable this policy, the settings in the History area on the General tab in the Internet Options dialog box appear dimmed.
If you disable this policy or do not configure it, users can change the number of days to store Web page information and clear Web page history.
If you have XP Home however, gpedit.msc
does not exist and you'd have to use a 3rd party tool or edit the registry.
Note: All these methods stop them from deleting the history from Internet Explorer, however none of them will stop the history from being deleted manually by browsing to C:\Documents and Settings\Username\Local Settings\History in Windows Explorer and deleting those.
