You can always import a personal copy if you so wish. As although it's not allowed to be sold in the UK that doesn't mean you cannot import it and have it shipped here. And besides importing there are many other ways of acquiring this game, although that might involving the breach of copyright somewhere along the line.
I generally think that not rating something in this way is a bad thing. First of all it is in effect a crude form of censorship. If they don't like the game why not just add an 18+ or a 21+ rating to it and put a big warning sticker or something so it can only be sold to adults.
Why should the BBFC decide what we as adults can and cannot play computer game wise? It's just a computer game after all! I'm guessing the marketing department at Rockstar is going to have an easy time selling this one to the rest of the world.... Will probably end up something like the Life Of Brian tagline ( "The film that is so funny that it was banned in Norway" )
