ok, sad muppet and nosey/curious bint that I am, I put "pot black snooker music" in my address bar and the first link that came up on the MSN search thingy was this one:
users.powernet.co.uk/camp/r-c/V9/V9_52.txt
I have no idea who/what the group is but about halfway down the page I saw this:

Right, I'm very happy with my Vision On music (and Grandstand, which I found on Friday.)
Now, who knows the name of either the Snooker music or the Formula One music?

Snooker PROGRAMME is "Pot Black". The THEME TUNE is
called "Black & White Rag", by Scott Joplin.
There's a Midi file of it on the net, I know, nut can't remember where I saw it.

I agree the snooker programme music is "Black and White Rag", but not by
Scott Joplin. A quick search of my pile of music suggests the unlikely name
of "George Botsford" as the composer.

There you go, bunch of even sadder muppets than me, discussing theme tunes back in the late 90's. Hope this helps.
Morbid curiousity making me read further down the list (too many medicinal whiskey & lemons at my dad's to blame I'm certain ) I think this is Ringers Weekly, as in Bell-Ringers. And they're discussing theme tunes. They must go off on as many tangents as we do.
