Actually, it isn't that simple. You have to control all other factors to be certain of your results. OK, you can initially use a set of cloned fertilized eggs, and then knock out the specific genes. However, to get your results you'll have to have the eggs implanted and gestated through to birth, and then raised for a number of years. You then have to find a method of measuring intelligence (not as easy as it sounds, despite the number of IQ tests around - none are unquestionable). You also have to agree on what intelligence is. But before any of that you have to ensure that every egg has exactly the same set of experiences within the womb as each other. After birth every child will have to have exactly the same set of experiences, in the same order.

It's just that, even if you'd find a scientist insane enough to be willing to do that experiment, they'd never ever be allowed to do something like that.
