I've never been the most sensitive of people, which in matters like this, (ie involving money and financial commitment) leads me to be very "businesslike".
Firstly you need to know whether she has or hasn't signed the lease and paid a deposit, not whether she says she has, but whether anyone has proof of this.
You also need to know exactly where you stand on the empty place in your flat, and if the university will make you either get a 5th person (more likely) or ship the 4 of you out!!! (very very unlikely but you may have to cover the 5th person's rent until you do find someone) As far as I'm aware if she has signed the lease, she's as entitled to her place in the flat as any of the rest of you.
I don't think you're being harsh though, you will have to live with this person in one of the most stressful times of your lives. Her attitude is something you can do without, especially if she's more a flatmate than a friend.
Get in touch with someone in the Students' Union if you can over this, and get it resolved asap.
Also if you can get Jayjay's advice on this I think you'll be doing the right thing. He's been involved with the students union and will probably have more experience and knowledge concerning what to do than most of us.
Oh and don't worry too much over it (easy to say I know) as long as you've got things in motion and aren't just sitting around. When I was at uni there were always folks changing accomodation and there's always someone who is looking for a room.
