I think the site is very quiet, with just the core membership (who have been around since *before* T21) posting generally, for a number of reasons.
Fandom generally gravitates towards specific sites for specific shows, and Tangent21's very wide remit has perhaps failed to attract the sort of numbers that other sites do.
Fairly early on in it's life time, a lot of people left T21 because they couldn't chat about things they wanted to in the manner they wanted to, so that's another reason.
Generally though, i think it's just real life taking it's toll and the fact that people drift in and out of websites like this. Online fandom (and indeed, internet communities in general) aren't as 'in' and certainly aren't as active as they were 4 or 5 years ago, and i find that to be a general trend, not just here.
