The U.S. government has the money to build new spacecraft, but the present powers that be would rather spend it waging war in Iraq and doing other rather useless and counterproductive things.
NASA, like all of the other U.S. government agencies involved in science research, has had its budget cut. The Bush administration doesn't seem to think the U.S. government needs to spend money on science research, unless it's to develop weapons systems I suppose. And they're very eager to privatize a lot of what each government agency does. A lot of stuff that NASA used to do internally has been farmed out to private companies.
NASA does a lot of incredible stuff, and the crewed space missions like the shuttle, aren't even the most interesting projects in my opinion. But I agree that these things need to go forward.
I get so sick of seeing my tax money spent on things that are destructive. I would love to direct all of my tax dollars to government centers such as the space scientists at NASA, seismologists and volcanologists at the US Geological Survey, ecologists at the National Parks Service, oceanographers and meteorologists at the National Oceanic and Atmospheric Administration, or medical researchers at the Centers for Disease Control and Prevention. These people do useful things that benefit mankind. We just need people in charge in Washington who value that, and we don't have a lot of them right now.
