Actually I think we had it for most of the 20th Century, but there was a 4 year test of all-year BST it from '68-'71, the results of which were that people found the mornings too dark, especially in Scotland where it rises later than in the south, and we reverted to the present system.
Of course theres always a politician or two pushing for it to be abandoned again.
Edit: I just found out that it was introduced as an efficiency measure in wartime Britain in 1916 as a temporary measure but was never removed.
