General rule of thumb with footwear for newborns is that everything is too big. No matter how cute and tiny it looks, it will be like thigh-highs on them.

I made a test set for my Powerpuffgirl dolls so I can make them pretty small. However I'd imagine that even newborns have feet a bit bigger than the Powerpuffs.
