Well, to be honest I disagree with almost everything you've just written. It seems to me that your problem is not that the episode was bad, but that it's not what you were expecting.
Why are Andrew and Anya wheelchair fighting? Because it's funny. This is pure Jane Espenson, and the scene is very well played.
Obviously, the quality of the writing is a subjective matter, but this was an episode primarily about the characters, not action, and I thought the character interactions and the dialogue were for the most part superbly written and acted.
Where it falls down for me - the only place it falls down - is with Angels return. It's cheesy, he's completely out of character, standing there looking smug when anyone who's seen 'Home' will know he has absolutely nothing to be smug about, the kiss comes out of nowhere and the setup for Angel/Spike conflict is frankly painful. Aside from that, this was one of the best of the season.
