And back, in WWII, with a khaki paintjob, and Union Jack (Flag, sorry, Rose ) stamped next to the eyestalk. Guess after Winnie allied himself with Stalin, the mutant boys from Skaro aren't anything to get worked up over.

There was a war, a big one. With Daleks. Which are nasty.
LTTP? Doctor Who Primer
LTTP, that’s Late To The Party for the uninitiated.
Doctor Who may not exactly attain Lost levels of impenetrability for new viewers, but with Matt Smith taking over the role, and new show runners at the helm, there’s a feeling of renewal in the air, and with that, a perfect chance for new viewers or lapsed viewers to jump aboard.
So , where did we leave The Doctor?
The Doctor just saved the world (again), and absorbed a cosmic-boat load of radiation. He returned to the Tardis, regenerates, venting all that energy, trashing the Tardis, and causing it to crash to earth.
Who’s The Doctor travelling with now?
No-one, after a series of adventures with one-off companions, he’s all alone (awwww).
Rewind, who exactly is this Doctor bloke anyway?
He’s the last surviving member of a super intelligent alien race from the planet Gallifrey. They invented time travel for one. Hes a traveller, in the Tardis, a police box shaped time machine that’s bigger on the inside (don’t ask). He likes Earth, a lot, and ends up saving it from alien invasion more times that you’ve had hot dinners.
So, can he do anything special?
Not fly or anything if that’s what you mean. Hes very experienced, like a thousand years of it, and that together with his super smarts usually gets him through. He does have a sonic screwdriver (don’t ask) which do pretty much any gadgety thing, though. When he dies, he has a habit of regenerating into a new body, which is handy, but he really tries to avoid it.
Why is he the last one?
There was a war, a big one. With Daleks. Which are nasty.
If he can travel through time, cant he just go back and stop anything bad from starting in the first place?
Alas no. Apparently time is really inconvenient like that, and lots of things are supposed to happen the way they do. So you cant go changing things. That something a timelord can just ‘sense’.
